Phone carriers by the numbers they hold
Spaw groups the holders in the number allocation tables of NANPA, CNAC, Ofcom and ARCEP under 46 network brands. In the United States, AT&T holds the most, 23.5% of the numbers NANPA lists as allocated, and the carrier brand map groups 89.5% of them under a brand. Each page counts what the brand’s legal entities were allocated, in numbers rather than table rows, as the regulator lists them: the original allocation, never who serves a number today.

How the brands are counted
Each regulator’s table lists who every block of numbers was allocated to. Spaw’s carrier brand map of 2026-09-24 groups those holders, their subsidiaries and former names under the brand the network trades as today, by operating company number where the table lists one and by name otherwise, within each country. Holdings are counted in numbers rather than table rows, because a row covers ten thousand numbers in one table and a hundred in another, and a pooled US code counts for its holder only where no thousands-block of the table covers it.
Only the tables whose publisher states its reuse terms or publishes none are grouped here (NANPA, CNAC, Ofcom, ARCEP). A share is a share of the regulator’s own table, never of subscribers or traffic, and a table records the original allocation, never who serves a number today. Holders Spaw does not name are counted in the totals and never listed.
Common questions
- What is the carrier on a phone lookup?
- The company the regulator’s table lists as the holder of the block the number sits in: its original allocation. In a pooled US code that is the holder of the number’s own thousands-block where NANPA lists one, otherwise the code holder; Canada’s table is code-level. It is not the caller, the app or the subscriber, and after a port it is not the network that serves the number today.
- Why does a lookup name a company I have never heard of?
- Because the tables list legal entities, not the brands people know: New Cingular Wireless files with the FCC as AT&T Mobility, Cellco Partnership as Verizon Wireless, and Onvoy, LLC has Sinch US Holding as its holding company. These pages group such entities under the brand the network trades as today, with the operating company numbers (OCNs) the North American tables list, and cite the filing or page each brand’s line comes from.
- What does it mean that a carrier’s numbers read as VoIP?
- The North American plan does not say whether a number is mobile or landline, so a lookup reads the line type from the holder of its block. Spaw classifies each holder from its regulatory filing (in the US, its FCC Form 499 filing type) and its own description, matched on the holder’s name in the table. The share is what a lookup answers for those numbers, a lower bound, not a measurement of how the numbers are used.
