ARCEP numbering resources

What it is

France’s regulator publishes its numbering resources on data.gouv.fr as “Ressources en numérotation téléphonique”: the ranges attributed to each operator, the ranges frozen before they can be attributed again, and the list of operator identifiers, for metropolitan France and the overseas regions.

What the copy installed here holds

Counts only. Holders are counted, never named, and no row of the table is republished here: the publisher’s own files are linked below. A version marked “retrieved on” is the day the file was fetched, because the file itself carries no date.

How the rows read, and what a number outside them answers

An attributed range reads as allocated to its operator; a frozen range as unassigned.

Complete for geographic numbers: while the copy installed here is under 45 days old, a geographic number outside every listed block answers unassigned_block.

Mobile and VoIP ranges are listed too, but a mobile or VoIP number outside them is left unanswered rather than called unassigned.

data.gouv.fr lists the dataset under the Licence Ouverte / Open Licence (licence id fr-lo), which allows reuse, including commercial reuse, with credit to the source.

What the table cannot say

• A regulator’s table records the original allocation of each block, never who serves a number today: a number ported to another carrier keeps its block.
• An allocated block says a number in it can be in service, not that it is.
• The counts are rows of the regulator’s own table, not numbers or traffic: a busy block and an empty one count once each.
• The attribution date is the day ARCEP attributed the range to its operator, not the day a number in it came into service.
