too_short

Fewer digits than any number in that plan

After the calling code, the number has fewer digits than the shortest subscriber number of its plan, so it cannot be dialled.

What it means

Every plan has a minimum length per number type; a value below it is a truncated paste, a missing area code, or a short code. Emergency numbers and short codes are recognised separately, as emergency_number and short_number, when a country is known.

What to do

Look for a missing area code or a cut-off paste. When the value came from a form, show the user exactly what was checked.
