# The data behind a phone answer

A Spaw phone answer is built from the number allocation tables of 10 regulators (NANPA, CNAC, Ofcom, ARCEP, ACMA, ACM, NAD, the CRT, UKE and MIMIT), Google’s libphonenumber, two SMS-receiving number lists and the FTC’s reported-calls files. 13 of these 13 sources are installed on this server, the newest dated 2026-09-27. Each page names the publisher, the files, the terms as the publisher states them and the counts installed, never a row.

- [SMS-receiving number lists](https://spaw.co/tools/phone-number-lookup/sources/sms-receiving-lists): The SMS-receiving number lists installed here, synced on 2026-09-27, hold 128,362 numbers: 128,136 on the lists at that sync, and 226 kept at the date they were last seen after the lists dropped them. Terms: MIT, iP.1 Networks and Castle.
- [FTC Do Not Call reported calls](https://spaw.co/tools/phone-number-lookup/sources/ftc-reported-calls): The FTC reported-calls files installed here, the newest dated 2026-09-24, hold 678,203 complaints filed over the last 90 days, naming 577,421 numbers. They are not the Do Not Call Registry, they say nothing about whether you may call or text a number, and none is verified: caller ID is often spoofed. Terms: public domain, US Government work (FTC).

- Carrier brands (`carrier-brands`, version 2026-09-24, 67 brands): The network brand behind a holder’s legal name (carrier_brand), compiled by Spaw from the regulators’ tables: the main operators’ legal entities, former names and operating company numbers, country by country. The map itself is not published.
- Test numbers (`test-numbers`, version bundled, 8 numbers): The documented test numbers in the Washington 555-01XX fiction block, each answering the same result every time, free, on every endpoint.

- Spain, [CNMC](https://numeracionyoperadores.cnmc.es/numeracion): Its numbering register is a search application behind a bot challenge, and the CNMC’s open-data catalogue lists no numbering dataset; we found no downloadable table. (checked 2026-09-26)
- Brazil, [Anatel](https://dados.gov.br/): Its datasets are published through Brazil’s federal open-data portal, whose API answered only with an account key; we found no plain download of the assigned ranges. (checked 2026-09-26)
- Ireland, [ComReg](https://www.comreg.ie/industry/licensing/numbering/number-assignments-availability/): Its “Number Assignments & Availability” page is a JavaScript application with no downloadable file. (checked 2026-09-26)
- Denmark, [Digitaliseringsstyrelsen](https://digst.dk/tele/telefoni-og-internet/numre/nummerregistret/): Its number register (Nummerregistret) is a search application, and the page describing it links no downloadable file. (checked 2026-09-26)
- Switzerland, [OFCOM (BAKOM)](https://www.bakom.admin.ch/): Allocated number blocks can be looked up in its eOfcom application one search at a time; we found no downloadable table. (checked 2026-09-25)

## What none of these tables can say

- A regulator’s table records the original allocation of each block, never who serves a number today: a number ported to another carrier keeps its block.
- An allocated block says a number in it can be in service, not that it is.
- The counts are rows of the regulator’s own table, not numbers or traffic: a busy block and an empty one count once each.

## NANPA numbering reports

NANPA numbering reports, as installed here (file dated 2026-09-27): 205,027 codes (198,523 allocated to 2,766 holders and 6,504 reserved) and 1,398,944 thousands-blocks (1,309,908 allocated to 1,989 holders and 89,036 unassigned). Terms: no terms of use published (NANPA).

The administrator the FCC appoints for the North American plan publishes, every day, which central office codes (NPA-NXX, ten thousand numbers each) are assigned and to which carrier, and, inside the pooled codes, which blocks of a thousand are assigned, retained or free and to whom. Its rate centre report spells out the abbreviations those files use for places, and its NPA report describes every area code: where it serves, when it went into service and which codes overlay it.

- How rows read: An assigned code (AS) reads as allocated to its holder; an unavailable code (UA), such as N11 or 555, as reserved. An assigned or retained thousands-block reads as allocated to its own carrier; an available block as unassigned. A contaminated available block, and one available only from a future date, is left to its code.
- Complete for geographic numbers: while the copy installed here is under 45 days old, a geographic number outside every listed block answers unassigned_block.
- Terms (checked 2026-09-26): nanpa.com publishes no terms of use and no licence for its reports: the only policy the site links is a privacy policy. The reports are posted openly by the administrator the FCC appoints. Spaw shows facts and counts read from them, credits NANPA with the file date, and does not republish the files.
- Cannot say: Mobiles and landlines share the same blocks in the North American plan, so the file cannot say which a number is; the holder’s name settles it only where it names a wireless carrier or a virtual-number wholesaler.
- Cannot say: Toll-free (8XX) and the other non-geographic codes are not in the files, so only geographic numbers outside them are answered as unassigned.
- Cannot say: A block its holder retained when the code was pooled carries no date.

## CNAC central office code status

CNAC central office code status, as installed here (file dated 2026-09-24): 44,800 codes (28,716 allocated to 100 holders, 15,314 unassigned and 770 reserved). Terms: no licence published (CNAC).

The Canadian Numbering Administrator publishes the status of every central office code in the Canadian part of the North American plan: in service, assigned but not yet live, set aside for special use or plant testing, or available, with the carrier holding each and the exchange area it serves.

- Terms (checked 2026-09-26): CNAC’s website terms of use (version 1, 20 October 2020) grant no licence and set no condition on the code status file, which carries no licence text either.
- Cannot say: The table names the holder of a whole code: blocks of a thousand inside a pooled Canadian code are not read, so the code holder answers for every number in it.
- Cannot say: Mobiles and landlines share the same codes, as everywhere in the North American plan.

## Ofcom numbering data

Ofcom numbering data, as installed here (retrieved on 2026-09-27): 343,860 blocks (124,627 allocated to 404 holders, 218,840 unassigned and 393 reserved). Terms: Ofcom copyright, reuse with acknowledgement.

Ofcom publishes the National Telephone Numbering Plan’s blocks, range by range: which are allocated and to which communications provider, which are free, and which are protected or quarantined. Numbers in Guernsey, Jersey and the Isle of Man sit in the UK +44 plan and are read from the same tables.

- Terms (checked 2026-09-26): The numbering data page states no licence; its footer reads “© Ofcom 2026”. Ofcom’s copyright page says its material “may be reproduced free of charge in any format or medium, provided that it is reproduced accurately and not used in a misleading context”, and that it “must be acknowledged as Ofcom copyright”. Its open data page adds: “Where we can make the data available on an open basis, we use the Open Government Licence”.
- Cannot say: Ofcom lists free, protected and quarantined blocks row by row, so an unassigned answer always comes from Ofcom’s own row and never from a block missing from the files.
- Cannot say: Guernsey, Jersey and the Isle of Man have their own regulators; their numbers are read from this table because they sit in the UK plan.

## ARCEP numbering resources

ARCEP numbering resources, as installed here (retrieved on 2026-09-25): 22,637 blocks (21,104 allocated to 419 holders and 1,533 unassigned). Terms: Licence Ouverte / Open Licence (Etalab), ARCEP.

France’s regulator publishes its numbering resources on data.gouv.fr as “Ressources en numérotation téléphonique”: the ranges attributed to each operator, the ranges frozen before they can be attributed again, and the list of operator identifiers, for metropolitan France and the overseas regions.

## ACMA numbering register

ACMA numbering register, as installed here (retrieved on 2026-09-21): 99,381 blocks (90,525 allocated to 54 holders and 8,856 unassigned). Terms: terms not confirmed (ACMA).

Australia’s regulator publishes its numbering register through the Numbering System: every range of the ten-digit plan with its status and current holder, and the freephone and local-rate numbers one by one.

- Terms (checked 2026-09-26): The Numbering System’s terms and conditions page is a JavaScript application that could not be read, so the terms of the register download are not confirmed.
- Cannot say: Freephone and local-rate numbers (1800, 1300 and 13), which the register lists one by one, are not read; the numbering plan types them.

## ACM number register

ACM number register, as installed here (retrieved on 2026-09-25): 84,417 blocks (82,606 allocated to 12,770 holders, 1,788 unassigned and 23 reserved). Terms: CC0 1.0, ACM (data.overheid.nl).

The Dutch regulator publishes every number range it has assigned, every range in its cooling-off period and every blocked range, with the holder of each. Holders include companies, sole traders and private individuals.

## NAD number register

NAD number register, as installed here (retrieved on 2026-09-21): 9,673 blocks (5,051 allocated to 14 holders, 4,581 unassigned and 41 reserved). Terms: no reuse licence published (NAD).

New Zealand’s numbering is administered by the industry’s Number Administration Deed, which publishes its number register: every code of every service category with its status and holder.

## Mexico’s national numbering plan

Mexico’s national numbering plan, as installed here (retrieved on 2026-09-21): 640,211 blocks (640,211 allocated to 138 holders). Terms: terms not confirmed (CRT).

Mexico’s public numbering plan lists every assigned range of the ten-digit plan with its operator and modality. The Comisión Reguladora de Telecomunicaciones took over the functions of the IFT, which was dissolved on 17 October 2025; the plan is still served from the former IFT’s numbering portal, which carries the IFT’s name.

## UKE numbering tables

UKE numbering tables, as installed here (retrieved on 2026-09-25): 47,157 blocks (24,292 allocated to 567 holders, 22,362 unassigned and 503 reserved). Terms: terms not confirmed for the portal; credited to UKE and marked as processed by Spaw.

Poland’s regulator publishes its numbering management tables: the fixed-network table by zone and the mobile table, each scope with the operator it was assigned to, and the space held in reserve by UKE’s President, for regulation or for technical use.

- Terms (checked 2026-09-26): numeracja.uke.gov.pl shows only “© 2019 UKE”. UKE’s page on the reuse of public information sets these conditions for what uke.gov.pl publishes: “obowiązek poinformowania o źródle, czasie wytworzenia i pozyskania informacji od UKE” and “obowiązek poinformowania o przetworzeniu informacji ponownie wykorzystywanej” (state the source, when the information was created and obtained from UKE, and that it was processed). Whether they cover the numbering portal is not confirmed. Spaw follows them: the source is UKE, the date below is the day the tables were retrieved (the export carries no creation date), and the data was processed by Spaw.

## MIMIT assigned numbering

MIMIT assigned numbering, as installed here (retrieved on 2026-09-25): 59,587 blocks (59,587 allocated to 275 holders). Terms: CC BY 3.0 for the site’s texts; not confirmed for the workbook (MIMIT).

Italy’s ministry publishes, on its numbering resources page, a workbook of the numbering it has assigned: the mobile (3) and nomadic (55) arcs and the geographic blocks by district, each with the operator it was assigned to.

## libphonenumber

libphonenumber 9.0.40 is installed here: the numbering plans of 245 regions, and the version every phone answer names in its sources.

Google’s libphonenumber carries the numbering plan of every region: which numbers are valid, how they are written, which line type each range is, the original network of many mobile prefixes, the places geographic ranges serve, their time zones, and emergency and short numbers. It ships with the application; every answer names its version.

## SMS-receiving number lists

The SMS-receiving number lists installed here, synced on 2026-09-27, hold 128,362 numbers: 128,136 on the lists at that sync, and 226 kept at the date they were last seen after the lists dropped them.

Two open lists record the numbers that public SMS-receiving websites publish, the ones anyone can use to receive a verification code: iP.1 Networks’ list, with the date each number was last seen, and Castle’s daily list of the numbers most active on those sites. A number that leaves both lists is kept at its last-seen date and ages, rather than vanishing.

## FTC Do Not Call reported calls

The FTC reported-calls files installed here, the newest dated 2026-09-24, hold 678,203 complaints filed over the last 90 days, naming 577,421 numbers. They are not the Do Not Call Registry, they say nothing about whether you may call or text a number, and none is verified: caller ID is often spoofed.

The FTC publishes, each weekday, the complaints consumers filed about unwanted calls: the number that called them, the date and time, the subject and whether it was a recorded message. Spaw counts the complaints naming each North American number over the last 90 days and drops the consumer’s location when the file is read.
